摘要：

构建与实行1+X证书制度是搭建技术技能人才成长"立交桥"、推进职业教育高质量发展、提高国家竞争力的重大创新举措。基于国际标准构建1+X证书制度,其核心是实现"书证融通"与"国际学分认定、积累和转换"。我国可借鉴国际先进范式,培育认证机构、建立认证标准体系、开发"证书型"课程、建设职业教育学分银行、打造创新型双师队伍,构建中国特色、世界水平的现代职业教育体系。
