向行为公共政策理论跨越——间断—均衡理论的演进逻辑和趋势

摘要：

科尔曼提出,社会科学的解释重点应该是社会系统的行为,而对于社会系统行为的解释存在"从宏观到宏观"和"从微观到宏观"两种解释逻辑。"从微观到宏观"的解释逻辑面临着如何从微观向宏观转换的难题,这一难题可以称为"科尔曼难题"。理解政策变迁逻辑,也面临着政策过程中的"科尔曼难题",需要回答微观的政策行动者如何推动了政策变迁这一宏观现象。以"科尔曼难题"作为参照系可以更加清晰地厘清间断—均衡理论的发展轨迹。间断—均衡理论起源于"从宏观到宏观"的解释逻辑,强调政策场所和政策图景对于间断—均衡现象的解释,从而分别发展了"认知摩擦和制度摩擦"、"不成比例信息处理模型"和"注意力分配、随机过程和一般间断假设"等理论,不自觉地回答了科尔曼"从微观到宏观"转换中的三个理论命题。目前,理论演进的最新趋势是从间断—均衡理论向行为公共政策理论跨越,它预示着"科尔曼难题"成为理论自觉的组成部分之一。
