摘要：

政府是否应该干预乡村旅游的发展,这在西方国家一直存在着争议。但在目前,乡村旅游毫不例外地属于政府干预领域。政府可以通过调整、自发、支出、财政刺激等政策工具体现其意图。在欧盟LEADER项目中,可以清楚地看到乡村旅游发展中的相关政策问题。
