金融危机冲击下行业组织的政策参与——以家电下乡为中心的考察

摘要：

金融危机改变了我国的政策环境,为行业组织的政策参与创造了条件。本文对家电下乡的考察发现,行业组织通过政策倡导扩大了下乡家电的范围,通过行业自律使家电下乡政策落实到位,从而使我国家电业迅速从危机中复苏。本文认为,为了延续和发展金融危机时期行业组织的政策参与能力,需要科学地界定政府与行业组织的职能边界,完善行业组织治理机制,协调行业组织"会员逻辑"和"影响逻辑"之间的紧张。
