世界城市发展表明,交通拥堵收费已成为现代城市缓解交通拥堵的有效手段,但其全面实施,必须基于相应的软硬件条件,包括:具备发达的城市公交系统;公众对收费的认知程度和接受意愿;收费方案的科学完备;拥堵收费的公正使用等等。当上述原则和条件不成熟或不完备之时,则有可能导致收费计划实施的失败或负面效应的生成。同时,还必须看到,征收交通拥堵费的作用是有限的,应与其它治理方式一起整合使用,才能真正为缓解城市交通拥堵发挥作用。
