摘要：

介绍了基于VGI的灾害预警原理和优点,并提出了基于VGI的灾害预警需要解决的关键问题,包括信息内容特征、质量保障、相关协议与标准,以及与国家安全和个人权利冲突的解决制度,为我国基于自发地理信息的灾害预警技术的发展提供参考。
