基于环境规制的污染企业区际间转移决策

摘要：

为了研究环境规制在污染企业区际间转移决策过程中的影响,将污染企业和地方政府作为博弈主体,通过构建演化博弈模型,利用演化博弈复制子动态方程模拟两者决策过程.研究结果发现:影响转入区政府决策选择的因素包括共享污染企业税收支出、违约成本及对转移企业的额外支付;污染企业的决策选择主要受转出、转入两地区环境规制支出差异及政府的奖励收入的影响.当转入区政府和污染企业均存在两种激励时,若两博弈主体的初始意愿可以激发转入区政府进一步放松环境规制力度,企业选择转移策略.
