人类长期以来不可持续的生产、消费与生活方式使海洋环境遭受严重污染,其中陆源污染成为全球海洋环境持续恶化的罪魁祸首。几十年来,国际社会针对陆源污染的危害,通过采取全球性法律手段予以应对,为世界各国应对陆源污染问题提供了启迪。
