<正>情报工作有两大基本目标:其一是提供有关对手或潜在对手及时、准确和相关的情报,消除情况认识中的不确实性,以支持决策者的决策,这样的情报工作通常称为积极情报或对外情报;其二是通过反情报保护友好力量,维护己方的信息安全、人事安全和设施安全。情报工作这两大目标,看起来相互对立,实际上相辅相成。在某种意义上,反情报工作比对外情报工作更为重要。一个不能维护自身安全的情报机构,根本谈不上从事进攻性对外情报活动。因此,反情报在国家安全工作中作用明显。
