大数据时代:如何提升公民的数据素养能力

摘要：

随着大数据时代的到来,"数据公民"将逐渐成为这个时代对公民的称谓,数据素养能力将不再仅仅是研究者所必须具备的专业技能,这项能力将逐渐成为公民的一项基本技能。研究运用文献分析法,对国外公民的数据素养教育实践进行总结和梳理。阐述了数据素养的定义及其演变历程,分析了国外数据素养教育的实施方案,总结并提出了培育公民数据素养能力的相关举措,旨在表明数据素养能力对公民的重要意义,以便引发各界对公民数据素养能力的关注。
