摘要
本文讨论了芬兰实现教育公平、质量与发展的三条途径:(1)芬兰对全球教育改革运动(GERM)挑战的尝试性回应;(2)在经济与合作组织(OECD)的PISA评估中,芬兰作为一个成功的案例对同样的挑战给出了不同的回应;(3)芬兰教育政策、社会和文化等因素对教育成就的影响。
