危机学习面临的挑战——一个事故调查报告的视角

摘要：

作为经验分享的重要工具,事故调查报告在西方国家被广泛使用于改进公共部门的应急准备和响应,而国内对此明显重视不足。充分发挥事故调查报告在危机学习中的作用,一是要保持调查过程的独立性以及方法的科学化,以实现报告的公信力;二是要减少调查报告的官僚色彩,以实现经验利用的可行性;三是要在合适的时间内更大范围地发布报告,以实现经验传播的广泛性。
