从现代国家构建的视角看行政管理体制改革

摘要：

现代国家制度的兴起是欧洲崛起的基本政治前提。中国自20世纪80年代以来进行的政治与行政改革在本质上是以构建现代国家制度为目标的改革。经过5次大规模的机构改革,政府职能明显转变,现代国家构建取得显著成就,为市场经济与市民社会的发展提供了保障。中共十七届二中全会通过的行政管理体制改革意见将进一步推动转变政府职能,实现构建现代国家的目标。
