摘要
抗解问题作为公共管理的新问题和新挑战,受到西方学界的广泛关注。它是无法清晰界定、没有根本原因、依政治判断而非科学论证的问题。由于具有界定的模糊性、解决的棘手性和影响的复杂性等属性,抗解问题在本质上抗拒解决,对传统的线性思维、技术—理性路径、科层制和新公共管理模式形成严峻挑战,亟待创新应对机制。绝大部分研究者认为,新机制无外乎是各种形式的合作治理。当然,也有学者认识到在合作治理之外,还需要诸如宽广的视野、领导辅助等措施。既有文献的积累和共识无法掩盖研究中存在的重复性问题识别、直白的政策倡议等问题,研究有待进一步的理论分析和实践论证。
