一个基于农户家庭特征的耕地抛荒假说

我国农村土地经营制度决定了耕地经营单位为农户家庭,耕地抛荒的决策单位是农户家庭而非农民个体,因此农户家庭成员特征对耕地抛荒会产生交互作用。在分析农户家庭成员的职业分布、年龄分布、教育程度和收入来源对耕地抛荒影响的基础上,本文提出了"收入效用临界点"假说,并运用该假说阐述了上述特征对耕地抛荒的影响机制,认为这些特征在耕地抛荒决策中存在的两种效应:"迁跃效应"与"涓流效应";"迁跃效应"具有突然性与爆发性等特点,而"涓流效应"具有持续性的特点。结合四川丘陵地区9个行政村的实地调研数据,运用分位数回归验证影响耕地抛荒的"收入效用临界点"假说。研究结果表明,农户家庭特征对耕地抛荒产生不同性质、不同程度的影响:1农业劳动力的年龄、教育程度与劳动力数量通过"涓流效应"对耕地抛荒产生不同程度的抑制作用,此外农业产出也存在抑制作用;2非农业劳动力的年龄、教育程度、劳动力数量与非农收入比重通过"迁跃效应"对耕地抛荒产生不同程度的促进作用,同时,耕地面积对耕地抛荒也存在推动作用。最后,根据农户家庭特征对耕地抛荒的影响性质与影响程度,本文提出了如下政策建议:注重对农户家庭成员的人力资本投资;增加农业科技投入;提高耕地对农户家庭的保障作用;进一步完善土地流转制度。
