本文从建立 BOT项目实施的里程碑阶段及它们的时间关系 ,分析了确定特许权期的若干原则和作用及其影响因素 ,并建立了确定特许权期的数量决策模型。为 BOT项目特许权期的确定和决策提供了较系统的理论方法
