摘要：

通过对国外政府大数据政策的调研,构建了政府大数据政策比较研究框架,并分别从战略规划、技术能力提升政策、应用与管理政策三个层面比较分析美国、澳大利亚、英国、法国政府的大数据政策,总结分析了共性特点及各自特色。最后从进一步完善我国大数据配套政策方面提出两点建议:一是加快研究制定大数据发展国家战略,将促进大数据发展提升为一种国家行动;二是勾画符合我国实际的大数据配套政策制定路线图,为产业孵化、技术研发、推广应用营造完善政策环境。
