摘要：

冷战结束以后,美国面临着重新作出战略判断和战略选择。以全球化为主要线索,美国战略界提出了对世界结构的新判断,和美国安全的挑战及战略机遇,它构成了克林顿政府战略判断和战略选择的主要基础。小布什政府的国家安全战略是在无视全球化的基础上形成的,它一味地强调军事力量的重要性。因此,看不到全球化所可能提供的战略机遇,而负担过重,在战略目标与战略资源之间极不平衡,难以长期持续。
