通过分析"2014年PPP模式环境评价报告"建立了中国PPP市场成熟度的评价指标,并基于理论分析构建以初始信任为自变量、合同条款控制为因变量、市场成熟度为调节变量的理论模型;遴选出5个市场成熟度可明显区分的PPP项目,并通过分析多渠道搜集到的私人部门信息及政府部门公示的合同,完成对初始信任及合同条款控制的测度;通过多案例对比分析,得到初始信任对合同条款控制的影响机理及市场成熟度对其关系的调节作用。研究表明:市场成熟度对初始信任与合同条款控制间关系的调节效应显著;操作成熟度高的项目总体情况较操作成熟度低的更接近初始信任与合同条款控制关系的理论水平;地方适用性高的项目总体情况较地方适用性低的更接近初始信任和合同条款控制关系的理论水平。
