The formation of “world communication” as a result of the market economy makes mankind gradually step into an age of new globalization characterized by voluntary genus living. The universality of communication demands a kind of “public reason” which takes the concept of public contract as its core. This “public reason” forms cultural and value basis for the contemporary “global civil society”. Market economy, globalization and communication practice form a trinity, which can be attributed to the ideal of civil life eagerly appealed for by the present pluralist society. The future society characterized by globalization will be a civil society, which highlights the new civil culture and its values. Focusing on the widespread concept of citizenship and the mode of “civil virtue”, the civil society will offer modern people a new way of experiencing appropriateness of individual personality. As a theory responsive to economic globalization and strategic planning for the feasible means of developing ethnic culture, the implementation of the civil culture and its values is impossible without fostering the healthy and rational personality of “world citizens”, their awareness of citizenship, citizens’ qualities and the identity of communities of world citizens. In the meantime, the cultivation of the awareness of the ontological position of life and virtues, such as tolerance, is also indispensable. The cultivation of the inner qualities of modern citizens depends on effective enhancement of cultural innovation practice.
