After Asian Financial Crisis, under the appeal of developed and developing countries, the reform of international financial system has finally taken a step by the consultations of three sides——Japan, Europe and the US for three years. In the first process, focusing on the reasons, responsibilities and preventive measures of Asian Financial Crisis, almost all of the world opinions called on: the extant international financial system has no longer been suited to current economic development, thus, it must be reformed, and IMF is the first to be reformed. In the second process, Japan put on the agenda a new proposal on reforming international financial system on the base of criticizing IMF. In the third process, after the start-up of Euro, Japan allied with the big powers in the Euro area to carry forward the reform. In order to safeguard its financial hegemony, oppose the reform and be antagonistic to the main Asian and European countries, the US readjusted its policy from the viewpoint of its global strategy after the Kosovo Crisis, and IMF made a difficult step on reforming. The reform of IMF partly satisfies the new and developing market nations and Japan, Europe and the US to guard against financial crisis, more importantly it is in keep with the US global stategic interests. But it is opposed by developing countries. The tendency of reform is that the US, Europe and Japan will enter into a new rivalry on re- distributing their rights in those international financial organizations such as IMF. In the critial reform on IMF'a right to vote, Japan will ally with the US against Europe, while the new and developing nations in Asia and Soutern America may possiblly get some benefits from it. In a long run, it would be repeated that Japan and Europe ally to be against the US reform, and the reform would tend to be multielement. The diplomatic enlightening guidances from such a reform are listed as below: there are no permanent alliances but permanent interests; it is the first choice to ensure one's own financial security and economic interests, because the ideological element has already become faint; the policy-making mechanism of Japan and the US is worth using for reference; we should better settle down the relationship with both the new and developing market nations and developing countries.
