摘要：

东亚国家追赶欧美获得成功的过程与原因曾引起许多经济学家与政策制定者的关注。本文通过构建一个新的经济发展模型表明,经济发展的成功依赖于许多因素,但最为关键、最为困难却又被大多数人所遗忘的是政府的作用与财政的效率,而东亚的崛起恰恰是因为其政府效率的提高,而不是它的民主化进程的加快。
