模型分析表明,政府竞争带来地方政府债务规模的扩张和债务风险的增加;竞争导致地方政府展开负债大战以吸引资本流入,晋升激励越强的政府,债务的规模越大;政府竞争通过非理性投资带来债务风险的扩大。
