摘要：

PART是美国联邦政府自2002年以来实行的对项目进行评估和分级的工具,是继克林顿政府之后绩效预算改革的又一标志性进展。本文在作者对前OMB高层官员访谈的基础上,结合相关文件与文献、参议院听证会证词等资料,详细介绍了这一工具的诞生、结构、运行及第一个评估周期的绩效,并对其典型特征进行了深入分析。
