摘要：

After the agriculture tax was lifted, local governments face moreproblems about finance and debts. To some local governments,the difficult position of finance has changed into a great number ofpotential debts. How to control the debts of local governmentsand solve the problems of heavy liabilities, is one of the most im-portant tasks.
