摘要：

随着新型城镇化的推进,国内推广应用公私合营(PPP)模式的热情高涨,然而PPP项目的风险因素众多且复杂多变,相关政府部门、金融机构和咨询公司等一直探索着如何进行有效的PPP项目风险评价。本文基于德尔菲法进行问卷调查,结合城镇化背景的特点设计PPP项目风险评价指标体系,采用优化的模糊层次分析法构建了基础设施的风险评价模型,并以莘庄CCHP项目为例构建了11个一级风险因素指标和35个二级风险因素指标评价体系,最后通过算例分析验证了风险评价模型的实践应用性较强,为PPP项目的风险决策和管理提供准确的参考依据。
