<正>(一)引言在本文的开始需要做两点说明。第一,从题目看可能会认为这是一篇关于科学哲学的文章。实际上不是,因为我还不具备科学哲学家的资格。本篇讨论的是我在过去20年里听到、看到、经历过的一个非常实际的问题。我希望加入到这个讨论中,将我们不能忽视的问题付诸笔端。我们谈得越多、写得越多,就能引起人们对这一问题更多的关注。改变要从公众了解问题的严峻性开始,只有获得足够的关注,最终才有可能触发引爆点(Gladwell,2002;
