从“利益攸关方”到“战略保证”——政治—经济的分析视角

摘要：

与小布什政府的"利益攸关者"定位相比,"战略保证"并不具有十足的新意,但该构想表明奥巴马政府愿意赋予中国更为显赫的国际地位,并把中国视为应对诸多最紧迫全球性挑战的伙伴。该构想是一种以适应中国为核心取向的方针,而非纯粹维护美国优先地位或遏制中国的政策。但是,战略保证也具有一定的模糊性,并遭到美国国内部分人士的反对。考虑到对台军售、经贸争端、不稳定的军事接触等问题仍对美中关系构成威胁,"战略保证"短期内不会使美中战略互信获得根本性突破。
