草原生态保护补奖政策对牧户生产决策行为的影响研究——以青海省为例

摘要：

基于青海省牧户微观数据,运用Logistic模型探讨草原生态保护补奖政策对牧户生产决策行为的影响。结果表明:1)该政策显著影响牧户生产决策行为,且对不同区域牧户影响差异较大。2)牧户对草原补奖补贴响应差异较大。3)该政策促进了农区半牧区中小户的劳动力转移与草场流转,抑制了牧区大户的畜牧业生产积极性。4)退牧牧户与继续生产牧户的家庭特征差异显著。研究认为,草原生态政策对各区域牧户的生产决策行为影响差异显著。政府应根据不同区域牧户的特征完善现有草原生态补奖补贴,这有助于提高牧区牧户生产积极性,促进畜牧业适度规模经营,保障畜牧业有序发展。
