摘要：

包容性增长和普惠金融这两个概念有什么样的内在联系?在我国的特定国情下,如何制定包容性增长背景下的普惠金融发展战略?本文结合包容性增长和普惠金融的内涵进行辨析,认为普惠金融是在包容性增长的范畴之内,是包容性增长在经济金融领域的一项具体措施。本文分析了发展普惠金融的"政府引导、市场主导"基本原则,并结合我国国情和国际经验,探讨了在包容性增长背景下政府应如何制定普惠金融发展战略。
