摘要：

通过国家创新体系不断地将国民经济推向高技术经济活动和产业结构的高级化是增进国民财富的基本机制。国家体系如何保障并推动自主创新?拉美的教训可以为我们提供反向的思考。在过去的二十多年中,由于“华盛顿共识”所导致的新自由主义改革,使拉美经济出现了结构升级缓慢的“低增长陷阱”,其国家创新体系也遭到了不同程度的破坏。本文分析了拉美教训的产生过程,论证了我国体制改革和政策制定面临着“生产制度和创新政策的转向”,这种转向将为我国自主创新和创新型国家建设奠定重要的基础。
