新时期中国的就业管理指标与政策选择

The government’s employment indicator planned to be reached—mainly the unemploymentrate—is one of the most important three indicators(the other two are the economic growth rateand inflation rate) reflecting the state of a country’s macro-economy. For a long term,China tookeconomic growth rate and stemming inflation as her major targets,maintaining a publicized lower unemployment rate in cities by means of the plan economy system and the policy fo restraint on the peasants’; free flow into cities,Since the commercialization reform in economic mechanism, a lot ofredundancies in national enterprises have floated on the surface;and millions of floatina peasants whohave flooded into cities to find a job have, objectively, brought more pressure to bear on the city unemployed in employment.At present the problem of China’s city unemployment has become increasingly burning, pushing China in the period of high unemployment.The curb on unemployment andthe increase in employment should, therefore, become one of the main indicators in shaping China’smacro-economic policies. This paper will look back to the related employment theories and experiences, analyze China’s elasticity lf employment increase and economic growth boost, study the graveproblem of the mounting city unemployment at present, and point out the majou policy indicatorsin terms of macro management of employment and policies thereof.
