摘要：

针对城市化发展和智慧城市建设中存在的智能模块碎片化的现象,从ICT视角对智慧城市参考框架与评价指标展开了研究。从业务框架、知识管理框架和技术框架这三个独立的角度分析了智慧城市ICT参考框架;介绍了智慧城市评价指标的框架模型和评价指标的构成;并结合智慧城市ICT参考框架和评价指标体系,分别给出了智慧城市建设和评价体系建设的建议。
