制约城市低保救助体系发展的若干瓶颈及对策建议

Through the investigation on the present situation of the minimum living standard Security system in 2005,this paper set forth the tendency and changes of the system in Recent years,the causes for such changes,the existing problems and the development Trends,and finds out the bottleneck that restricted the development of minimum living standard security relief system and,on the basis of study and analysis on the relevant measures of other countries in aspect of managing social relief, proposes applicable countermeasures and recommendation that conform to the needs of China's actual conditions.
