香港人权法案于1990年3月公布后,在香港社会各界引起了不少的争论。今年6月8日是该法案生效一周年,香港大学法律系高级讲师陈文敏博士特为本刊撰写了题为“香港人权法案生效首年的回顾”的论文,着重就香港人权法案是否违背“香港基本法”的问题,阐述了他的观点。全文由前言、人权法案的内容、人权法案在立法方面的影响、人权法案在司法方面的影响、人权法案对执法机关的影响和结论共六个部分组成,本刊这期先发表该文的前面三个部分,后三个部分将在本刊下期全部发完。
