摘要：

通过构建一个包含护租成本的新经济地理增长模型,首次将专利保护、产业集聚与经济增长纳入统一分析框架,从时间和空间两个维度考察专利保护的宏观经济效应。理论模型表明,在创新区域存在护租成本的情况下:加强专利保护能够提高创新区域产业集聚水平;较高的专利保护水平有利于促进创新,推动经济增长;在一定条件下,加强专利保护的产业集聚效应比利润增加效应更为显著,对经济增长起主要的促进作用。专利保护存在空间效应,加强专利保护不仅能够通过增加创新收益直接促进经济增长,而且能够通过提高产业集聚水平间接促进经济增长。政府应当实施严格的专利保护制度,以减少创新企业私人护租成本的投入,促进产业集聚,提高研发效率,进而加快经济增长。
