摘要：

随着新兴市场国家外汇储备积累的迅速增长,外汇储备管理的目标也日益由平衡流动性、安全性和盈利性向注重投资回报的战略转变。如何在满足外汇储备的充足水平和最优水平的前提下,通过对外汇储备资产币种的合理配置以期达到资产收益的最大化也就成为当今新兴市场国家外汇储备管理的重要内容。本文探讨了采用风险加权计量法测算的新兴市场国家外汇储备的充足水平以及建立在成本-效益分析基础上的外汇储备的最优水平,并与中国的外汇储备实际情况进行比较;分析了货币计价单位的选择以及汇率目标的设定对外汇储备资产的币种构成及风险、收益的影响。
