摘要：

基于对社会-技术整合问题的思考,欧盟研发框架计划(FP)对于责任问题的关注逐步加强,在当前正在实施的第8期框架计划中明确将"责任式创新"(RRI)纳入政策范围,强调研究与创新必须有效反映社会意愿,实现欧盟各国共同期望的社会效益。当前,我国正实施创新驱动发展战略,借鉴欧盟责任式创新政策的有益经验,有利于进一步促进创新战略向符合社会价值的方向发展。
