英国学徒资格“元治理”及对我国1+X试点的借鉴意义

英国学徒资格制度出现过数量繁多选择困难、内容重叠结果不清以及费用高昂良莠不齐问题,雇主没有主导学徒资格开发以及不充分的资格市场是导致以上问题的主要原因。英国发挥政府在学徒资格体系内的"元治理"功能,通过规则和标准等工具明确学徒资格体系目标,发挥政府"掌舵"功能,通过战略发布明确学徒制局学徒标准的"划船"方向。英国正反经验对明确我国1+X试点中的"X"开发者、"X"内涵及政府在试点中的治理提供了启示。
