摘要：

农业是世界水资源最大的使用者,由于农业用水的低经济效益和高消耗比例,世界水权交易的主要内容是农业水权转移。在国外水权交易实践和研究成果的基础上,本文对农业水权转移的前提条件、必要条件及其影响因素作一综述,以期为中国水资源管理体制改革以及水权市场的良好发展提供有益的借鉴。
