摘要：

选取风电发展前沿的典型国家,从规划、政策、技术等方面分析国外风电发展机制,并结合国内风电发展动态及其他具体情况,提出中国风电发展启示,建议在不断提升风电相关技术的同时,发展特高压、电动汽车等配套产业,并给予动态政策支持。拟为中国风电消纳及推广政策的制定提供理论上的支持与参考,也为其他地区新能源消纳的发展机制提供新思路。
