欧洲高等教育质量保证25年(1990—2015):政策、研究与实践

摘要
从政策、研究与实践三个层面回顾欧洲高等教育质量保证行动25年的发展历程,发现欧洲质量保证模式具有典型的质量控制取向和民族国家中心特征,促进欧洲协调、提高区域竞争力和责任制是质量保证的基本功能;基于认证的多阶段评估程序是国家质量保证体系的主要机制,院校内部质量保证多采取整合的质量管理理念和模式,并发展了一个妥协性的认证机构注册元评估机制。目前,欧洲质量保证行动呈现出从质量控制转为质量改进、从外部审计转为院校质量管理为本、从单向责任制转为多方社会建构、从满足外部质量要求转向促进学生学习的改革动向。
