摘要：

自上世纪80年代以来,跨国高等教育作为高等教育国际化战略的表现形式和重要措施之一,经历了快速多样的发展历程,已经具备了相当可观的规模。但是,跨国高等教育的质量问题和潜在风险同样为全球的学习者所担忧,也为各国政府和国际组织带来了诸多挑战。因此,开展跨国高等教育质量保障体系建设是当下高等教育全球治理的重要议题之一。
