“碳锁定”与低碳技术制度的路径演化

摘要
在全球变暖、环境恶化的背景下,低碳技术的应用和扩散却相对缓慢,其原因在于"碳锁定"效应。"碳锁定"概念虽然抓住了碳基技术制度演化的路径依赖特征,却过分强调依靠外生力量打破"锁定"。初步构建了一个描述性的技术制度路径演化模型,指出"锁定"只是路径演化过程中暂时的均衡状态,还会出现路径的消解、突破和偏离。其中,路径偏离是技术制度的内生变化,是打破"锁定"的主要力量。
