摘要
科技人才是新知识的创造者、新技术的发明者、新学科的创建者、新产业的开拓者,是国家实施创新驱动战略的决定性力量。我国"十三五"适应创新驱动需要的科技人才发展机制研究对于科技人才发展机制创新具有重要的理论意义和实践价值。结合耗散结构理论,对适应创新驱动需要的科技人才发展机制理论以及创新驱动与科技人才发展机制互动关系进行深入解析,提出增强适应创新驱动科技人才发展机制的开放性、自组织、非平衡态以及非线性作用等对策,为进一步创新我国"十三五"适应创新驱动需要的科技人才发展机制提供理论借鉴。
