国外及中国台湾地区的休耕补贴政策

摘要：
休耕是保护耕地资源、缓解粮食供求矛盾、稳定农民收入的重要措施,对农业可持续发展意义重大。同时,为了保护农民的利益,休耕补贴是实施休耕过程中的必要举措。国外及中国台湾地区已实施了多年休耕补贴政策,这些政策对中国具有重要的借鉴意义。本文在对美国、欧盟、日本和中国台湾地区的休耕补贴政策实施情况分析的基础上,总结其发展经验,根据中国国情提出了休耕补贴的相关启示,希望为中国休耕政策的顺利进行提供帮助。
