摘要：

于2020年初爆发的新冠病毒感染全球疫情,其传播速度和影响范围足以与恰在一个多世纪前发生的全球流感大流行相比拟。本文以这两次全球重大疫情为时间节点,追溯公共卫生领域过去的发展,分析今后的挑战。公共卫生的宗旨是在人口层面开展干预以拯救生命、减少疾病、提高人们的健康水平。对公共卫生的经典定义是它既是一门科学,也是一门艺术,后者强调即使在科学知识不完美时,仍需依靠现有知识及时采取行动,以应对挑战。处在疫情防控的当下,这一点尤为重要。公卫领域过去的发展基本上遵循了这一路线,应对今后的挑战同样如此。目前我国在公卫工作中存在一些短板,本文提出了补齐这些短板的一些建议,同时也强调我国应积极参与全球卫生治理体系的建设,特别是帮助中小发展中国家构筑起相关体系。
