<正>数字技术和网络技术的发展对版权人利益保护形成前所未有的挑战,但也成为著作权进一步扩张的动因,并为作品的使用设定了更多的障碍。为应对著作权的扩张趋势,知识获取(Access to Knowledge)运动应运而生,并在国际著作权领域推动了著作权限制与例外的立法活动。著作权限制与例外是为作品使用人提供更多的便利,当然也包括为残疾人在内特殊人群的知识获取提供法律上的保障。
