摘要：

文章对欧美等国的信息资源增值利用的法律及实践情况进行了研究,基于信息再利用过程中的公益性、公平性和透明度原则,分析欧美实践中存在的问题,并根据我国的国情,提出完善我国公共部门信息资源增值利用政策的思路。
