摘要：

行政主导的治理模式不能有效地应对复杂的公共问题,协作成为治理模式转型的一个新方向。在对协作治理的概念进行界定的基础上,构建了一个协作治理的理解框架。该框架由起始条件、过程和结果三部分组成,并且每个部分包含了多个关键的要素。围绕这些关键要素,系统地梳理和总结了西方学者的相关文献,为我国复杂公共问题治理模式的创新提供理论基础。
